Call to Order. TIME: 12:31 p.m.
Roll Call. PRESENT: Vice Mayor Normandy and
Councilmember Garbarino.
ABSENT: None.
Public Comments.
None.
MATTERS FOR CONSIDERATION
1. Motion to approve the minutes from the meetings of March 28, 2016 and April 25, 2016.
Motion — Councilmember Garbarino/Second — Vice Mayor Normandy: to approve the Minutes.
Unanimously approved by voice vote.
2. Community Development Block Grant (CDBG) Mid-year Budget Review. (Julie Barnard,
Downtown Coordinator)
Coordinator Barnard presented the Mid-year budget review and introduced consultants from Michael
Baker International. Coordinator Barnard informed Committee Members that Parca withdrew their
application after Council approval for$6,500. Committee Members were requested to provide input
on how best to distribute the additional funding.The Committee agreed on how much funding each
individual organization would receive for the year.

Conversation ensued regarding establishing a Revolving Loan Fund and possible Fiscal Year
2017-18 CDBG Projects. Committee Members requested staff prioritize the crosswalk in front of
the Boys and Girls Club.
