Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting will be held at: CITY MANAGER'S CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA MONDAY, MARCH 13, 2017 11:30 p.m. Call to Order. TIME: 11:31 p.m. Roll Call. PRESENT: Vice Mayor Normandy and Councilmember Garbarino. ABSENT: None. Public Comments. None. MATTERS FOR CONSIDERATION 1. Motion to approve the Minutes from the meeting of January 30, 2017. Motion — Councilmember Garbarino/Second — Vice Mayor Normandy: to approve the Minutes. Unanimously approved by roll call. 2. Study session regarding the Community Development Block Grant fiscal year 2017-2018 budget allocation. (Julie Barnard, ECD Coordinator) Coordinator Barnard presented the study session to the Committee Members and stated the purpose of the study session was to determine a preliminary Fiscal Year 2017-18 budget for the Community Development Block Grant (CDBG) expenditures. Coordinator Barnard informed Committee Members presenting a CDBG budget would be difficult due to the constant changes from the current presidential administration.Coordinator Barnard strongly recommended to allocate the applicants a percentage of the current amount and give them the equivalent ratio of the paid amount was last year. Committee Member Garbarino asked how popular the Debris Box Voucher Program was. Coordinator Barnard stated Code Enforcement get one (1) or two (2) a year. Committee Member Garbarino wondered whether funding$10,000 was too much due to the low demand. Coordinator Barnard advised$10,000 would be a little too much and stated$5,000 would get them through the year. Other topics of discussion were emergency home repairs,rubber surfacing at Alta Loma Park, Avalon Park,Clay Park,ADA curb ramp installation,sidewalk gap closures and public right-of-way improvements. Committee Member Normandy suggested staff include a visual of the work when staff takes it to Council for action. Conversation ensued regarding the minor home repair program. Committee Member Normandy asked what staff is requesting from the committee. Coordinator Barnard replied she wasn't sure as funding was still uncertain. Committee Member Garbarino suggested to put everything on hold at the moment until preliminary numbers are received. Committee members favored spending money on helping residents on home repairs rather than upgrading a façade. Coordinator Barnard suggested a second CDBG Standing Committee meeting two (2) weeks after the public hearing in the middle of April. Committee members agreed with the suggestion.
