Chair Comments: Chairperson Woo told the committee that BPAC member Alvin Zachariah resigned. Agenda Review: No changes. Public Participation: None. Public Comments: None. Approval of Minutes: Minutes of July 6, 2016 were approved. ADMINISTRATIVE BUSINESS: Item 1.Bicycle Improvements East of 101-Design Review Lawrence presented that his Engineering colleague Eric Evans was tasked with installing bike lanes in the area of East of 101 and asked for BPAC’s input. Lawrence went over the pavement marking design drawings with the committee and collected their feedback and suggestions. Bicycle/Pedestrian Advisory Committee Meeting Minutes September 7, 2016 Page 2 of 3 Jill suggested green-painted bike lanes, centered sharrows in lanes, and more responsive light changes. Ari proposed a right lane entrance to the freeway that can be split at the curve into two different lanes. This one lane would continue to enter the freeway and the other would merge onto Airport. Ari thought this would allow a bike lane to exist in a separate lane if a biker wanted to continue straight onto Grand, or turn right or left onto Airport. Olma suggested adding cautionary signs that state “Watch for Cyclists”. Laura recommended a left turn for cyclists’ onto Dubuque. Lawrence said all of these suggestions would be passed on to Eric Evans for review. Item 2. Linden Avenue Complete Streets- Aspen Ave to California Ave-Design Review Lawrence shared the Linden Avenue Complete Streets Project Phase I preliminary plans, which would install high visibility cross walks, ADA compliant curb ramps, Class III bike route, and bulb outs between California and Aspen Avenues. Jill suggested the City reconsider parking striping plans to accommodate more vehicles and consider additional parking meters. Natalie asked if the City had considered making Linden Ave a one-way street to help with traffic and safety. Lawrence said the committee input would be forwarded to the design consultant, and that there would be a community outreach meeting to obtain input from the residents. Item 3. Discussion of Conduct Cassandra said some members inquired about the formality of meetings. She stated that BPAC has typically been informal because the committee gives feedback and recommendations, but the option of conducting business in a more formal fashion would be considered if the committee preferred. The members liked the meeting flow, but wanted to eliminate the side conversations to ensure that only one person at a time had the floor. It was suggested to have Chairperson Woo be a timekeeper for the individual agenda items going forward so the meeting remained on time. Item 4. Bicycle Locking Station Designs Lawrence asked if the committee had any input on bicycle locking stations design and location. BPAC recommended installing more stations along Grand and Linden Avenue and paying special attention to what bicyclists are currently using to secure their bic yc les. It was also suggested to install stations near the entryway to the walkway that is situated across Galli’s Bakery, along Maple, Spruce, and outside businesses such as Amoura Restaurant, Ben Tre, and Armstrong Brewery. In terms of design, the committee felt the City should use the existing supply first, then revisit the issue. Olma O’Neill  Brought attention to Pedestrian Awareness Month.  Shared MTC Committee meeting experience in San Francisco. STAFF COMMENTS:  Lawrence requested that the members review the attachments ahead of time and come prepared with their ideas and suggestions, be it written or ready to present to the group. This practice can help Lawrence transfer the notes and move the meeting along to the next item.  Michelle revisited the topic of Discussion of Conduct, and asked that the committee take turns speaking so it is easier to take meeting minutes. ACTION: None ADJOURNMENT: There being no further business, Chairperson Woo closed the meeting at 7:45 pm.
