Meeting to be held at: CITY HALL, CITY MANAGER'S CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA WEDNESDAY, APRIL 14, 2017 9:15 a.m. Time: 9:19 a.m. Roll Call. PRESENT: Vice Mayor Normandy and Councilmember Garbarino (arrived at 9:31 a.m.) PUBLIC COMMENTS — None. MATTERS FOR CONSIDERATION 1. Motion to approve the Minutes from the meeting of March 13, 2017. Deferred. 2. Report regarding a study session to review the Community Development Block Grant (CDBG) Fiscal Year 2017 -2018 Budget Allocation. (Alex Greenwood, Economic and Community Development Director) Director Greenwood discussed uncertainty with the City's allocation. He discussed the Committee's prior direction and requested direction on minor home repairs, City sponsored housing activities and City sponsored other activities. He recommended $486,000 for public improvements. Maria Wada, Community Development Coordinator explained that the totals were estimates. She suggested focusing on percentages. Vice Mayor Normandy discussed the request from John's Closet. She expressed concern regarding misleading any of the agencies. She asked for an explanation on Line Item 18. Coordinator Wada stated funding was based on feedback from surrounding cities. Vice Mayor Normandy asked if the agencies were being informed of the potential grant amounts. She questioned the increase for Rebuilding Together. Director Greenwood stated the existing amount of $25,000 could be retained. He stated the past grants were low restricting the types of projects. He stated there was no allowance for administration. Vice Mayor Normandy stated she would deny the increase if there was a large percentage towards administration. Coordinator Wada explained that only 15% of funding could go towards administration. Vice Mayor Normandy expressed concern with the proposed increase for Safe at Home. Councilmember Garbarino arrived at 9:31 a.m. Director Greenwood stated the Committee had been consistent with minimizing the amount going towards administration. Vice Mayor Normandy discussed the need to modify the allocations. Councilmember Garbarino asked if the $300 from John's Closet could be used for administrative overhead. Coordinator Wada stated it could not be based on federal regulations. Vice Mayor Normandy reiterated her concern over the increase for Rebuilding Together. Director Greenwood explained the type of projects completed with the $20,000 budget but the increase provided flexibility for a more meaningful project. Vice Mayor Normandy asked if there was a conflict with Line Item 22, revolving loan program, and the HEART program. Director Greenwood explained that Line Item 22 was for housing rehabilitation, not employee down payment assistance. Vice Mayor Normandy asked if applications had to be resubmitted with commitments on the goals. Director Greenwood confirmed that the applicants would have to confirm how the money would be spent. He stated the budget would have to be readjusted based on the City's total allocation. Vice Mayor Normandy suggested noting "Draft" on the agenda reports. Councilmember Garbarino suggested a footnote indicating amounts could vary. He suggested staff clearly explain that housing rehabilitation funds would provide more involved projects, rather than just painting. Director Greenwood discussed staff volunteering with Rebuilding Together and confirmed that the Committee was comfortable with the increase to $70,000. He stated the relationship had no bearing on the increase. He stated the recommendations were subject to final review and allocation. Councilmember Garbarino stated the funds did not go very far. 1.
