Purewal, Secretary 400 County Center Redwood City, 94063 650-363-1802 February 28, 2019 Dear Bay Area Local Elected Officials, The Bay Area faces many pressing regional challenges such as crowded roadways and public transit, the lingering threat of earthquakes and raising tides, to name a few. But the housing shortage has reached crisis proportions. During our remarkable run of economic expansion since the Great Recession ended in 2010, the Bay Area has added 722,000 jobs but constructed only 106,000 housing units. With housing supply and demand that far out of whack, home prices and rental costs have shot through the roof and a wide swath of our fellow Bay Area residents from long-time residents, newcomers and young people are suffering. As well, more people are being forced to move further away in search of affordability and endure crushing long-distance commutes that also exacerbates congestion and GHG production. The traffic and housing challenge is well known to you. Perhaps less well known is the effort led by ABAG and MTC to bring together a blue-ribbon panel of local elected officials, housing experts, and leaders from across the Bay Area who worked together for almost two years to build an actionable consensus around (1) increasing housing production at all levels of affordability, (2) preserving existing affordable housing, and (3) protecting vulnerable populations from housing instability and displacement. This group named itself CASA, the Committee to House the Bay Area and the compact the group committed to each other can be found online at https://mtc.ca.gov/casa Both the Metropolitan Transportation Commission and the ABAG Executive Board have authorized their respective Chair and President to sign the compact. In addition, the ABAG Executive Board directed the formation of a task force of elected officials from Bay Area cities and counties to follow, become informed and to engage in the legislative process that is essential for the CASA compact to be implemented. Similarly, MTC’s CASA motion included direction to staff to do additional outreach to local elected officials and engage with them during the legislative process. Accordingly, on behalf of MTC and ABAG, we respectfully invite each county’s Boards of Supervisors to appoint one representative and each county’s City Selection Committee to appoint two representatives to serve on the CASA Legislative Task Force (Task Force). To encourage the presence of new perspectives on the Task Force, nominating bodies are encouraged to appoint members who are not currently serving on the ABAG Executive Board or on MTC. The participation of elected officials from a wide range of city sizes is encouraged as well. The Task Force will be chaired by ABAG with a member of MTC serving as the Vice Chair, and each will have an appointment to the Task Force with a goal of creating a well- rounded committee. The Task Force will seek to meet monthly during the current state Task Force on CASA Compact February 28, 2019 Page 2 legislative session to receive progress reports and to engage on CASA related legislation. This feedback will be relayed to the Joint ABAG/MTC Legislation Committee, the ABAG Executive Board and MTC. Meetings will be held at the Bay Area Metro Center, 375 Beale Street, San Francisco with telephone participation available. The Task Force is subject to the Brown Act. Task Force members are not eligible for per diem. In addition, I served on the San Mateo County Housing and Community Development Committee and have seen frst-hand the work done by our local jurisdictions to advance the creation of affordable housing. My professional career began in the field of redevelopment and affordable housing producing feasibility models for tax-increment bond financing for first time homebuyers and new unit production. Later, my experience included conducting real estate due diligence for institutional pension funds, so I am well versed in real estate analytics and economics. Currently, I am retired and spend my time on city related matters and non- profit work, so I have no professional conflicts and I have the capacity to attend the meetings. The City of Burlingame has been an early adopter and advocate for creative solutions to close the jobs/housing gap in San Mateo County. We have implemented many of the HFA recommendations and sponsored extensive community engagement and outreach. This experience and our commitment to solving the housing joblgap while producing affordable housing, especially for the missing middle, gives me a unique perspective that includes actual experience with successful models of implementation. Prior to becoming Councilmember for the City of Foster City, I have remained engaged via many volunteer and leadership roles in the community. This includes serving as Chair on the Innovation Technology Advisory Committee and the Chair of the Site Council with Brewer Island Elementary School. In my professional career, my current role is as Vice President of Digital Platforms for Wells Fargo Bank. I have also had the good fortune to serve and work with top tier employers including Visa, Charles Schwab, and Franklin Templeton Investments. Then in this past November, I was elected to serve a four-year term on the Foster City City Council. Since being in office, I have hit the ground running to assume the responsibilities and knowledge base necessary to best serve our community. It is this combination of active roles I have served in the community and my corporate experience that will allow me to successfully navigate being a representative for San Mateo County on the CASA Legislative Task Force. The magnitude of the housing problem is influenced by a variety of factors – from exponential job growth to regulatory requirements and land use limitations. The policies proposed under the CASA Compact aim to address the housing imbalance, but it also presents significant challenges when it comes to local government costs and operations. We must work to find solutions that contribute towards addressing the region’s housing needs without stripping local government revenues and control. Addressing the housing proposals ahead of us will require methodical planning and strategizing. I will continue to advocate for solutions, such as building housing around transportation hubs and collaboration of the private and public sector, keeping in mind that the physical & environmental landscape of each city is different. In addition, we need to ensure cities who have worked diligently to address the housing production and affordability issue are not penalized. I will also continue to champion for broader participation and outreach to local jurisdictions. As we urge for open dialogue, I am positive we will be able to refine the recommendations in the CASA Compact to ensure they are more feasible and may be implemented fairly for all. It is without a doubt that the Bay Area is grappling with a housing shortage and affordability crisis. This has driven the need for policy discussions at the state and federal level. I recognize the efforts of the Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) in convening CASA and its respective Steering and Technical Committees. I also acknowledge the key principles behind the CASA Compact in relation to housing production, housing stock preservation, and protection of vulnerable populations from displacement. However, I too share concerns in how the CASA Compact was developed. Left out of this conversation were the very cities in which such legislative proposals would most adversely impact. As a Councilmember for the City of the Foster City, I have come to learn the unique challenges each of our individual municipalities face. Every community has its separate infrastructure constraints, land use differences, financial burdens, and overall varying fundamental values. It is a critical time as much uncertainty surrounds the use of local finances, control on land use decisions, and overall elements contained within the CASA Compact itself. We need to convey that one approach is not appropriate all cities. I believe it is possible to coordinate and collaborate on more long-term and actionable solutions to address the Bay Area’s growing housing needs. And one that will put our voice at the table, providing representation for local governments, especially of that for smaller cities. I was elected to represent the interests of Foster City as a City Councilmember in 2015. Of my public service commitments, I have had the pleasure of serving on several local and regional agencies/committees. This includes the Foster City Parks & Recreation Committee, San Mateo County Library Joint Powers Authority, Peninsula Clean Energy Authority, San Mateo-Foster City Public Financing Authority, Commute.org/Peninsula Traffic Congestion Relief Alliance, and Alameda County Transportation Improvement Authority (ACTIA), to a name a few. In addition, I am the City Council liaison to Foster City’s Planning Commission, Land Use, and Infrastructure/Facilities Subcommittees. The expertise I have gained during my tenure thus far has provided me with the tools for effective policy analysis and recommendations as they apply to planning, organizing, and financing. As a REALTOR for almost 30 years, I provide an entirely different point of view than lots of people on the CASA committee. I am the current Mayor of Pacifica and have served on almost all city committees in Pacifica, the CCAG water committee, CCAG legislative committee and I am a member of the CCAG Board. I feel that this topic although beginning in Northern California will extend throughout the state with bills being written in the House and Senate right now. There needs to be some oversight with a differing opinion than that of the Mayors of Oakland, San Francisco and San Jose. I feel that I can provide that information while at the same time listening to the opinions of others. Yes, we need housing, let's focus on that but make sure that the cities and county have a say in what gets built and pay attention to what the cities have voted on in the past. San Carlos City Council, has once again, deemed affordable housing a top priority among our strategic goals. I have been a member of the San Mateo City Council for over four years and have been very active in the City of San Mateo’s local government committees and commissions since 2001. Prior to that I was a superintendent building hospital and laboratory facilities at some of the best known establishments around the Bay Area. I was in charge of budgets, schedules and coordination for very detailed projects and seeing them through to successful completion on all occasions. I believe I have the skills and the experience necessary to work with ABAG/MTC/CASA in order to meet the goals that we have set under our huge responsibilities including land use, transportation, environmental issues, water treatment and conservation, renewable energy and efficiency, disaster and hazmat mitigation and response. I have been working on land use planning and policy in San Mateo since 2001 when I was appointed to the Bay Meadows and Transportation Corridor Citizens Advisory Committee. Since that time I have taken part in one way or another in almost all of the land use and transportation decisions made in San Mateo. In 2005 the City Council approved the Bay Meadows project including 1145 mixed type residential units, a million square feet of commercial space, 18 acres of parks and green/open space, 60k square feet of neighborhood serving retail space and a Public Square with a million dollars for art to be used throughout the project. Following that three-year assignment, I was appointed to the Public Works Commission where I dealt with issues including street and circulation improvements, environmental and water issues as well as our waste water treatment facilities for six years. During that same time the Public Works Commission also oversaw the creation and approval of our Pedestrian Master Plan, Bicycle Master Plan, Complete Streets Plan and the Sustainable Streets Plan. As a Councilmember for more than four years I have been a member of the ABAG General Assembly. Regarding energy, I am a Director and Executive Committee member to the Peninsula Clean Energy (PCE) Board where within just over two years we have made great strides in San Mateo County, creating the default electric energy provider which purchases clean, renewable energy on the open market and provides it to nearly every user in the county at rates lower than PG&E. In 2014, while I was a Planning Commissioner, I was an original proponent of PCE. After attending a Board meeting of Marin Clean Energy I brought members of that organization to speak with our County Supervisors and Council members. From that we have created what has become the leading Community Choice Energy Authority in California. Having been a San Mateo County resident since 1958 I feel a very strong sense of purpose in working to make San Mateo County and the Bay Area leaders in policy and deed, meeting our many residents varied housing needs while providing the best multi-modal transportation policies and facilities as effectively as humanly possible. Knowing that we are already experiencing the impacts of climate change with fires, floods, droughts and sea level rise I believe that we need to look forward and plan for the health, safety and viability of our home, our children and grandchildren over the next 150 years. I firmly believe that properly executed housing and transportation policy will make a huge difference in the quality of our lives. Knowing that San Mateo County has its own set of challenges I promise to represent the interests of our San Mateo County residents to the very best of my abilities. I hope to help bring about a deeper sense of collaboration that will give us the ability to meet these huge challenges of our lifetime. The challenge we have regionally in affordability has been affecting the communities we serve and the working families, youth and seniors. I am interested and believe that I have the experience and knowledge to represent our community. I created a program which I managed for 5 years and has been a model in San Francisco to ensure access to residents in affordable housing and below market rate units. In that role, I worked with the Supervisors to enhance BMR policies. In the last 5 years, I work in the private sector, in development and understand land use policy and the importance of all, the private, public, and nonprofit sector work hand in hand to alleviate the housing crisis in a constructive and prudent manner. By securing these apartments to remain affordable, this prevents community members from leaving to move out of the area and the displacement of long term residents. We have to have a thoughtful, strategic approach that is multi-faceted and innovative. It is extremely important to have representation on the peninsula.
