A special election is hereby .called and shall be held in the City of South San Francisco, County of San ~ateo, State of California, on Tuesday the 10th day of June, 1919, for the p~rpose of submitting, and at which there shall be submitted to the qualif£ed electors of the City of South San Francisco, the proposition to incur a bonded indebted- ness for the several purposes respectively hereinafter stated~'~ And the last mentioned date, to-wit, the 10th day of June, 1919, is hereby fixed as the date for holding said special election and notice of' said election is hereby given and the said proposition to inc..ar said bonded indebtedness by said City of South San Fr~a~cisco is hereby submitted to the qualified voters of said City of South San Francisco for their determination at s~id election. SECTION II. That the objects and purposes for which s~id indebtedness is proposed to be incurred are respectively the following, to-wit: F~RST: The acquisition, construction and completion of a city hall a~d the grading of the Civic Center site in said City of South San Francisco. SECOND: The acquisition, construotion and completion of a system of sewers for that portion of said City of South San Francisco lying on the easterly side o~ the ~esterly bound- ary line of San Bruno Road. THIRD: The acquisition, construction and completion of a system of fire alarm tele~aph apparatus for said City of South San Francisco. S~CTIO~ III. That the estimated cost of the municipal improvement first above.described, to-wit, the acquisition, construction and completion of a city hall and the grading of the Civic Center site in said City of South San Francisco, is Eighty- four Thousand Dollars ($84,000.00), and that the cost thereof is and will be too great to be paid out of the ordinary annual income and revenue of said City of South San Francisco; that the amount of tbs principal indebtedness to be incurred therefor is Eighty-four Thousand Dollars (~84,000.00); that the rate of interest to be paid on said indebtedness shall be five (5) per cent per annum, and that said interest shall be payable semi- annually. SECTION IV. That the estimated cost of the proposed municipal improvement second above described, to-wit, the ac, quisition, construction and completion of a s~stem of s®wers ii- Se~h San Francisco lyin~ on for that portion o~ said City of ~, · ~ ~S~erly boundary line of San Br~uao Road,' is Thirty-five Thousand Dollars ($~,000.00), and that the cost thereof is and will be too Freat to be paid out of the ordinary annus~l income and revenue of said City; that the amount of the principal ir:debtedness to be incurred therefor is Thirty- five Thousand Dollars ($$~,000.~00}; tl~t the rate of interest to be paid on said indebtedness shall be five (~) per cent per annum, and that said interest shall be payable semi-annually. SECTION V. That the estimated cost of the proposed municipal improvement third above described, to-wit, the ac- quisition, construction and completion of a system of fire alar~ telegraph apparatms for said City of South San Francisco, is Ten Thousand Dollars (~10,0C0.0C), and that the cost thereof is a~d ~ill be too ~'reat to be paid out of the ordinary annual income and revenue of said City; that the amount of the Principal inde~tedness to be incurred therefor is Ten Thousand Dollars -5- I}1¢,000.00); that the rage og ~nge~es~ go bo indebtedness shall be five (5) per cent per annum and that said interest shall be pa~ble semi-annually. SECTION VII. The bonds authorized to be issued Dursuant to said election shall bear interest from the date of their issuance until paid at a rate of interest which shall be five 151 per cent per annum, payable semi-annually, and the principal and interest of said bonds shall be payable in Gold Coin of the United States of America in the following ~manne~, ~ha-t is to ~smy.~ eae~,~i~A~h.~(~l/~O)~.par,t of the whole amoUnt of the principal of said inde~e~daess created under any one (1) or any two (£) or all~three (~) propositions here- inbefore set .~f~.m~h.in Subdivisions lettered "a", "b" and "c" of Section VI of this ordinance shall be paid each and every year at the City Treasury of said City of South San Francisco on a day or date to be fixed ~y the legislative branch of said municipality, together with the interest on all sums unpaid at such date, provided that the interest on such bonds shall be paid semi-annually so that there shall be a payment of interest on all sums then unpaid in each and every half year,one of such semi-annual payments being at the date of the payment of the ann- ual installments of the principa~ of such indebtedness, as aforesaid; and Provided further that said interest shall be evidenc- ed by the proper coupons attached to said bonds, a separate coupon being attached to each bond for each semi-annual payment oi' the interest to become due on such bond; and That the total indebtedness authorized to be created -7- at said election shall be represented by bonds payable in the manner aforesaid, and that said bonds shall be issued in such denominations as the legislative branch of said City of South San Francisco may determine, except that no bonds shall be a less denomination th~n One Hundred Dollars ($100.00) nor of a greater denomination than One Thousand Dollars ($1000.001 and that said bonds shall be known as municipal improvement bonds, Series 1919. SECTION VIII. It is further ordained that the manner of holding said special election and of voting thereat for and against said proposition of incurring said indebtedness, shall be as provided in this ordinance and that in all particulars not recited, herein such special election shall be held as provided for by law for holding municipal elections in said City of So~th San Francisco, and that in all particulars not recited herein ~ not provided for by law for holding such municipal elections, the general election laws of the State of California, so far as the s~me may be applicable, shall apply; That for the purpose of said special election said City of South San Francisco has been and now is divided into two (2) election precincts respectively to be known as "South San Fran- cisco ~Tunicipal Election Precinct No. l" and "South San Francisco ~iunicipal Election Precinct No. 2". South San Francisco Nnnicipal Election Precinct No. I shall contain all that territo~ry of said city included within the following described boundaries, to-wit: Beginning at a point on the easterly line of the county road leading from San Francisco to San Jose, where the southeasterly line of the 90.11 acre tract of land, formerly the l~nd of Tomaso Cresta, intersects said road and running -8- thence northeasterly along the southeasterly line of said Tomaso Cresta 90.11 acre tract to the southwesterly line of the lands of the Crocker estate; running thence southeasterly along the southwesterly line of the lands of the Crocker estate to the northwesterly corner of the ~0.91 acre tract of the lands of the South San ~rancisco I~nd and Z~rlprovement Company~ r~uning thence easterly and northeasterly along the northerly boundary line of the said ~40.91 acre tract of the South San Francisco Land and Improvement Company to the point where said last mentioned boundary line is intersected by the center line of Olive Avenue in the City of South San Francisco; thence alo~ ~th~a~t~w ~line of A~mour Aven~e to the center line of Linden Avenue; thence southerly on and alon~? the center line of Linden Avenue to the center line of the right of way of the Southern Pacific Railroad Company; thence southerly and westerly on and along the center line of said Southern Pacific Railroad Cempany to a point where said center line is inter- sected by the northerly line of the ~ifth Addition to San Bruno Park; thence southwesterly along the northwesterly line of the Fifth Addition to San Bruno Park and the southerly line of the lands of the South San Francisco Land and Improvement Company to the~westerly side of the Southern Pacific Railroad; thence northwesterly along the said westerly side of the Southern Pacific Railroad to the northeasterly corner ~f the lands of the New California Jockey Club, known as "Tanforan Park"; thence southwesterly along the northwesterly line of said T~nforan Park -9- to the easterly linc of the main county road leading from San Francisco to San Jose; thence northwesterly along the easterly line of said 'main county road one mile; thence crossing said road to its westerly line and running northwesterly along its westerly line ~o a point where the southerly line of the 90.11 acre tract, formerly the land of Tomaso Cresta, if extended southwesterly across said road, would intersect the same; thence northeasterly crossing said road to the point of beginning. That said election shall be conducted by boards of election consisting of one (1) Inspector, one (1) Judge and Two (£) Clerks for each precinct ~?hose duties and powers shill be and are the same as those of boards of election and of such election officers, respectively under the law governing municipal elections of said City of South San Francisco, and in particulars not covered .'by such law, then under the general election laws of the State of California. If any of the members of said Boards of Election hereinafter named fail to attend at the opening of the polls on the morninE of such election, the qualified electors of that precinct present at that hour, including meml~ers of the board, may supply the place of any each absent member by appointment, as provided by said general election laws. At said special election, the polls shall be open at six o'clock of the morninE of such election and shall be kept open until ·seven o'clock in t~.e afternoon of the same day when the said polls shall be closed. In said South San Francisco municipal election precincts the polls shall be held at the places and the election conducted as aforesaid by said Inspectors, Judges and Clerks, respectively, hereinafter named as follows, to-wit: In South San Francisco l~unicipal Election Precinct ~o. I the polls shall be held in Fraternal Hall Association Buildin~ situated at ~o. ~0.9 C~rand ~kvenue in said City, and the Inspector shall be Frederick Smith; the ~J~dge' shall be ~. ?W. Brawn; the Clerks In South San Francisco l~unicipal Election Precinct ~o. 2 the polls shall be held in the city hall at No. 310 Linden Avenue in said City, and the Inspector shall be Mitchell Harper; the Judge shall be Tho~s Blackwell; the Clerks shall be ~rs. Viola R. ~!ood and ~nuel ~?onize. And said polling places above designated have been found and are hereby determined to be suitable and proper places for holdin~ such special election, and said several persons above designated as members of the respective Boards of Election have been found and are hereby determined to be oualified for ss~id respective positions on said ~oa~ds of Election as required by law and they shall and ~ill be and are hereby appOinted as such officers to conduct snch and said election and constitute said Boards of Election, and said Boards of Election and said officers sna~l conduct and are hereby directed to conduct said election as by law and this ordinance provided and to canvass the votes 2iven and cast at said special election and to make and deliver returns thereof in accordance v.~ith the provisions of this ordinance and of law ~.%.!~ the said Board of Trustees of the City of South San Francisc.o sl~ll meet and canvass said returns when received and declare the result of said special election in the ~'anner provided for by law, SECTIC~ ~. The ~anner of voting for or against the proposition of incurring said indebtedness shall be as follows, to-wit: Any voter who desires to vote for and in favor of any one of said propositions to incur said indebtedness as aforesaid and to accept such proposition may do so at said special election as stated in said form of ticket by stamping a cross (~) in the voting square in the right hand margin of'a ballot, received from one of the aforesaid Boards of Election, after and opposite the word "Yes~, and after said ballot shall have been so stamped and deposited in the ballot box, it shall be canvassed and counted as required by law as a vote in favor of such pro- position and accepting the same. And any voter who desires to vote against any one of said propositions to incur said. indebtedness, as aforesaid, and to reject such proposition, may do so at said special election, as stated in said form of ticket, by stamping a cross (X! in the voting square in the right hand margin of his ballot, received from one of ~he aforesaid Boards of Election, after and opposite the · ~*~2~~ "N'o~'~'mand after said b~llot shall be so stamped and de- posited in the ballot box, i~ shall be canvassed and court%ed as provided for by law as a vote against such proposition, and rejectin~ the same. Such marking or stamping of said cross (X} on said ballot shall be done only with the stamp, which, with necessary pads and ink, shall be provided for each booth in said two des- ignated polling places. . All persons qualified, at the time of holding said election, to vote at municipal elections in and for the City of South San Francisco, or entitled by law governing such special election, shall be qualified to vote at such special election. SECTION XIII. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION YIV.
