MINUTES SPECIAL MEETING Government Code Section 54957.5 SB 343 Agenda - 'Feb. 3, 2020 Item # OF THE SCHOOL DISTRICT LIAISON STANDING COMMITTEE OF THE CITY COUNCIL P.O. Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting will be held at: CITY MANAGER CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA TUESDAY, SEPTEMBER 17, 2019 2:00 p.m. TIME: 2:00 p.m. PRESENT: Mayor Matsumoto, Councilmember Nagales, President Baker, and Trustee Lujan Juan Bustos, Co -President of the South San Francisco Baseball Youth League commented on the field usage on school grounds and how important it was to have fields readily available. Assistant City Manager Ranals advised that some of his concerns would be addressed on items on the agenda. Matters for Consideration Motion to approve the Minutes for the meetings of April 8, 2019 and June 18, 2019. Mayor Matsumoto requested corrections to the June 18, 2019 minutes. She provided correct spelling for Angel Cui's last name. Mayor Matsumoto also advised there were comments made that she would like both City and School District to provide follow up. Motion — Trustee Lujan / Second — President Baker to approve the Minutes from the meeting of December 7, 2018. Unanimously approved by roll call vote. 2. Safe Routes to School Audit Results for Los Cerritos. (Mayor Matsumoto) Mayor Matsumoto discussed the comments made on the audit results. She mentioned the enrollment report of all the different schools and advised Los Cerritos had one of the lowest attendance. Mayor Matsumoto spoke regarding the disruption of traffic patterns. Some issues involved drop off locations and revamping the circulation of traffic near schools. Trustee Lujan advised signage and alternate drop off locations ensuring students were crossing roads safely would probably be more prudent before the School District spends hundreds of thousands of dollars. President Baker added the School District was well above the safety threshold regarding traffic patterns around schools. Superintendent Dr. Moore stated the interim principal at Los Cerritos articulated the challenge of the people power it would take to direct traffic. Some of the concerns mentioned by the interim principal were not having enough supervision and the need for additional support. Superintendent Dr. Moore inquired about the City's priority level pertaining to the Safe Routes to School. Trustee Lujan acknowledged a solution would not happen overnight and stated any efforts made to start making improvements within a reasonable timeline made sense. Assistant City Manager Ranals indicated the City could apply for Safe Routes to School funding for some of the intersection improvements. 3. Report regarding the City of South San Francisco's new General Plan. (City Manager Futrell) Assistant City Manager Ranals advised the item was to update the committee on the General Plan. She advised the consultants were in the process of conducting a number of neighborhood meetings. Currently, seven of the scheduled nine neighborhood meetings had been conducted. In addition to neighborhood meetings there would be meetings specifically geared towards transportation. Assistant City Manager Ranals encouraged the School District to advise of ways they would like to be involved. 4. Update on Teacher Housing. (City Manager Futrell) Assistant City Manager Ranals inquired on the status for Teacher Housing. Superintendent Dr. Moore advised the board had a discussion and believed City Manager Futrell was also present to determine whether they were going to move forward with building teacher workforce housing. She advised the next step was to have a study session in October where they can study the financial options and feasibility for teacher workforce housing. 5. Report regarding an Update on the Status of SSFUSD Field and Facility Permitting Process. (Assistant City Manager Ranals) Assistant City Manager Ranals provided an update on the SSFUSD Field and Facility permitting process. She advised staff was able to adjust the way permits were handled. Assistant City Manager Ranals advised some of the issues were Parkway was denied for any kind of community use. Another issue was the amount of time it took for permitting for larger events. Councilmember Nagales inquired why the principal permitted baseball activities but not soccer for field use. Assistant Superintendent of Business Services O explained that during the soccer season, there was additional moisture on the ground which in turn would cause more damage to the field that would cost more money to fix. 6. Report regarding an Update on the Orange Memorial Park Storm Water Capture Project. (Assistant City Manager Ranals) Assistant City Manager Ranals provided an update on the Orange Memorial Park Storm Water Capture Project. She advised the project was delayed until May of 2020 due to the City's Engineering Division applying for additional grant funding to make the storm water capture larger. She advised it would be going to Council for approval September 25, 2019. Deputy Director of Parks and Recreation Mediati advised they would not be rebuilding the mounds but would be playable for use. Assistant City Manager Ranals stated the City would embark on a public input process to discuss between natural or artificial turf to use on the field. She advised staff had a great idea to make it into a multi-purpose field for both baseball and soccer. Assistant City Manager Ranals suggested placing a sunset clause pertaining to naming rights to rooms, fields, benches, etc. She stated a resident queried whether the current name of a room at the Municipal Services Building meant there would be a room named the same at the new Civic Center. Assistant City Manager Ranals stated once the building was demolished the name ended with it. 7. Double Parking at Schools. (Councilmember Nagales) Councilmember Nagales stated a resident mentioned at their Westborough neighborhood meeting the issues of double parking near schools. Superintendent Dr. Moore advised double parking had been an ongoing issue that had been brought up often from many of the schools in South San Francisco and neighboring cities. She stated the schools had worked with crossing guards and contacting the parents dropping off their kids. Superintendent Dr. Moore stated the School District strategized on a remedy and principals came up with sending notices to all the parents pertaining to road rules near certain schools. She mentioned reaching out to the Public Works Director/City Engineer Kim to have curbs painted red near the schools. She advised the only effective deterrent was to have an officer present but knows it is impossible to have an officer at every school. SCHOOL DISTRICT STANDING COMMITTEE MEETING SEPTEMBER 17, 2019 MINUTES PAGE 3 Trustee Luj an advised relying solely on enforcement was not sustainable and recommended parents leave home five minutes early or encourage students to walk to school to help reduce the number of vehicles near schools. 8. SSFUSD and SSF PD meeting. (Superintendent Dr. Moore) Superintendent Dr. Moore indicated she spoke with City Manager Futrell last year to schedule quarterly or ad-hoc meetings with School District administrators and South San Francisco Police Department to get on the same page and have open lines of communication in order to enhance the relationship between the two and strategize on ways to combat some issues. She was hoping to get something scheduled next week. 9. Ponderosa portable and expansion update. (Superintendent Dr. Moore) Superintendent Dr. Moore stated item 9 tied in with item 10 on the agenda. She asked for an update regarding the portable and expansion at Ponderosa as she had community members that were consistently reaching out to her for an update. She inquired on the capacity and an update regarding the wait list. Assistant City Manager Ranals referenced the attachment to item 10 which showed the capacity and how many were enrolled in each of the six sites. She stated that Ponderosa had a capacity of 160 with 106 kids currently enrolled. She explained the new lottery process they implemented this year. Mayor Matsumoto questioned why they expanded the capacity to 160 when only 106 kids were enrolled. Assistant City Manager Ranals advised there was a challenge hiring staff and they had a lengthy waiting list last year and anticipated the same amount but after calling the parents that were on the waiting list last year, they mentioned they found placement at another school. Assistant City Manager Ranals added that she was confident they would meet the capacity by next semester. 10. Report regarding an Update on the Status of Park and Recreation After School Enrollment at Ponderosa Elementary School. (Assistant City Manager Ranals) Item 10 was presented in combination with item 9. Items from Committee Trustee Lujan advised of Senate Bill No. 328 that if passed middle schools would not be able to start sooner than 8:00 a.m. and high schools would not be able to start before 8:30 a.m. to ensure adolescents were getting enough sleep.
