1. Motion to approve the Minutes from the meeting of March 21, 2018.
Motion - Councilmember Nicolas / Second — Vice Mayor Garbarino: to approve the minutes. The motion
carried unanimously.
2. Study Session regarding review of Community Development Block Grant (CDBG) Fiscal Year
(FY) 2019-20 Budget Allocation (Kris Romasanta, Community Development Coordinator)
Coordinator Romasanta requested feedback on staff's budget proposal. She advised that 15% of the
budget would go to public services and 20% would be dedicated to administration. The remaining budget
would be allocated for minor home repair and capital improvements.
Councilmember Nicolas inquired about past performances of El Concilio — Peninsula Minor Home
Repair (El Concilio). Coordinator Romasanta stated El Concilio had one completed project, one active
project and one pending project for their mid -year totals. She stated that last fiscal year El Concilio
completed 40% of their projects with 60% in prior year. Coordinator Romasanta stated for fiscal year
2015-16 El Concilio completed 90% of their projects.
Vice Mayor Garbarino recommended reducing public services funding and increasing John's Closet fund
to help additional children in need.
HIP Housing - $200
Legal Aid Society - $200
Ombudsman Services of San Mateo County - $200
Samaritan House - $200
Star Vista - $200
Coordinator Bernard expressed her concern with the proposed increase in funding and indicated that
John's Closet was limited on the level of service they could provide. She will provide an update to the
committee.
Vice Mayor Garbarino withdrew his previous recommendation and advised staff to follow up with John's
Closet whether or not they would accept additional donations.
Economic and Community Development Director Greenwood stated he had seen a lot of need for
organizations such as Legal Aid Society. He recommended leaving their budget as allocated.
Vice Mayor Garbarino agreed with the recommendation.
Vice Mayor Garbarino recommended the same funding allocation to the Minor Home Repair Programs
based on the positive feedback he had personally seen by participating residents.
Councilmember Nicolas recommended raising allocations for Minor Home Repair Programs. Coordinator
Bernard stated they could reduce allocations for City sponsored activities and Public Improvements to
accommodate request. Coordinator Bernard recommended reducing allocations from the Housing
Rehabilitation Program. She queried the Committee Members on the amount of reductions from the
Housing Rehabilitation Program or whether the program should be defunded.
Councilmember Nicolas recommended to not defund the program and asked for staffs recommendation.
Coordinator Bernard suggested to reduce the allocation to $35,000 which would allow $30,000 to be
allocated to other programs with an increase of services.
Councilmember Nicolas recommended reducing the allocated amount from the Housing Rehabilitation
Program by $20,000 and adding the amount to the CID — Housing Accessibility Modification Program
(CID).
Coordinator Bernard stated she would query the representative of CID whether the additional $20,000
allocation would be sufficient to meet the increased goals. Coordinator Bernard requested direction from
Committee Members on how to disperse the $20,000 in the event CID did not accept additional funding.

Vice Mayor Garbarino suggested that any remaining funds be divided amongst the Minor Home Repair
Programs which include El Concilio, Rebuilding Together — National Rebuilding Day and Rebuilding
Together — Safe at Home.
Councilmember Nicolas requested additional information about the Emergency Home Repairs program.
Coordinator Bernard stated some residents use the program to replace a broken water heater, a sewer
lateral, or to remove a dilapidated tree on their property. Coordinator Bernard stated residents must
submit an application to determine whether the applicant or the activity qualifies for the Emergency
Home Repairs program.
Assistant City Manager Ranals informed the members that the City spent close to $1,000,000 in Public
Improvements for the renovation of Gardiner Park. Assistant City Manager Ranals advised most of the
needed work for that park were ADA curb ramp replacement projects. Committee Members supported
Public Improvements funding.
Coordinator Bernard advised that Project Sentinel was the only applicant of the Home Funds/Fair
Housing funding and indicated that remaining administrative funds would be transferred, estimated
funding of $11,000.

Being no further business, Vice Mayor Garbarino adjourned the meeting at 3:29 p.m.
