HomeMy WebLinkAboutOrd 212-1941 ORDINAN~ NO.'~/~ AN 0RDIN~:,[CE CREATING A ~CR~TION C0~'~ISSION FOR T~ CITY OF SOUTH S~W FRfd~CISCO Ai~JD DEFIN- ~G ITS DUTIES, The city council of the City of South ~ Fr~cisco do ordain as follows: Section i: A recreation commission is hereby created in and for the City of South San Francisco. Said recreation cor~ission shall consist of seven members, who shall be electors of said city, and shall he appointed by the mayor, with the approval of said city council. Section 2: The te~ of office for each member of said co~ission shall be three years, ~d until his successor shall have been appointed and qualified. The first members of said co~ission, to be appointed hereunder, shall, at the first meeting after their appointment m~d qualification, so classify themselves by lot that the terms of office of four of their n~ber shall expire on the 1st day of January, 1942, the torres of office of two of their n~ber shall e~ire on the 1st day of January, 1943, and the term of office of one of their n~ber shall expire on the 1st day of January, 194~. Section 6: I~ediately upon their appointment and quali- fication, the members of the co~!ssion shall organize said co~ission and shall elect a chairm~ and vice-chairman from their me. mber~. Said co~aission shall also appoint a secretary, who shall be one of their number, and who shall hold office during the pleasure of said co~m~ission. In case of the abse~ice of the chairman a'ad vice-chairman~ or of the secretary, the members of the coa~issiom present shall select a chair,s, an pro tern. and a secretary pro temo, aa the case may be. ~ection ?: The duties of the officers hereinbefore provided for shall be as follows: (a) The chairman shall preside at all meetings of the recreation commission. (b) The vice-chairman shall perform the duties of the chairman, in the event of the absence of the chairman or his inability to perform his duties. (c) The secretary shall keep a correct record of all proceedings of the commission. The minutes of each meeting of the recreation commission shall be signed by the secretary and by the chairman and, in the absence of the chairman,, by the vice- chairman. In the absence of the chairman and vice-chairman, such minutes shall be signed by the chai~maan pro tern. ~ection 8: The duties of said recreation commission shall be as follows: (a) To reco~m~end to the city council the es- tablishment of an adequate system of parks, playgrounds and any other recreation facility which said co~m~ission may~deem advisable, including operation, management and maintenance of such facilities and the acquisition of necessary equipment. (b) To reco~nnend the acquisition of such real and personal property as may be necessary or advisable for recreation- al facilities. Section 9: Except as hereinafter provided, matters pertaining to parks, playgrounds and other recreational facilities, which may be brought before said city cou~lcil9 shall thereupon be referred to the recreation co~nm~ssion for its reconmlendations and suggestions, before any action thereon may be taken by said city council. Section 10: Before the beginning of each fiscal year of said city, the secretary shall prepare a report of the activities of the recreation commission during the current fiscal year and shall transmit the same to said city council, not later than the first ~onday in the month of July following. In co~mection with such report, there shall be submitted to said city cou~cil the recom- mendations of said recreation co~mission as to funds necessary for the work of such recreation cor~l~ssion during the fiscal year, following the fiscal year for which such report shall be made. Section ll: The recreation commission shall hold one meet- ing each month in the city hall in said city, on such date and at ~such time as said recreation commission may determine. All meetings shall be open to the public. Special meetings ~ay be called at any time by the chairman, or by tl~ree members of the commission, by giving written notice to each member at least three hours prior to the time 'at which it is proposed to hold such meeting° Such written notice shall specify the purpose for which the meeting is to be held. Any special meeting of said recreation con~mission shall be a validly called special meeting, without giving such written notice, as above provided, if all the members of the rec~eation connnission shall give their consent in writing to the holding of such meeting, and such consent is on file with the secretary of said commission at the time of holding such meeting. Section l~: Four members of the recreation commission shall constitute a quorum for the transaction of business. In the absence of a quorum, no business shall be transacted by the commission, except that the members present may adjourn such meeting to a parti- cular time. Written notice of such adjournment shall be given to all -3- members not present at such adjournment at least twenty-four hours prior to the time to which such adjournment .:~'~ay be taken. A majority of the quorum present shall have authority to act on any matter regu- larly coming before the commission. Section 13: The city council shall, annually, allot to the work of the recreation commission such sum of money as, in the judgment of said city council, may appear to be reasonably necessary0 The sum of money so allotted shall be set up and kept under the title "recreation fund" in the records of said city. , Section 14: From time to time the recreation commission may appoint such committees as it may decide to be useful in the perform- ance of the duties of said co~mission. In all such committees, a member of said recreation cormmission shall be designated as chairman. The ntuaber of persons constituting such committee shall be in the discreation of said recreation co~mission. The members of any special committee, other than the chairman, may be members of said commission, or some or all other members of such special committee may be select- ed from electors of said City of South San Francisco. Such com~ittees shall perform such duties, not inconsistent with the provisions of this ordinance, as ~ay be assigned to them by said recreation co~m~ission. Such special co~ittees shall rePort to said recreation commission at the ti~es and in the manner ~hich said recreation co~mnission may require. Section 15: 1~o one of the duties required of said recreation conm~ission, as herein defined, shall be construed to permit said recreation commission to perform any of the duties required of the City Planning Commission under ordina~ce 1.~o. 198 entitled "An ordi- nance creating a City Planning Co~mission for the City of South San Francisco", adopted August 29, 1938, or by any law of the State of California prescribing the duties of the city planning commission. Section 16: This ordinance shall be published once in "The Enterprise". , a weekly newspaper printed and published in said City of South San Francisco, and shall take effect and be in force from and after the expiration of thirty (30) days after its adoption. -o-o-o-o-o-o-o- Introduced this /~day of ~ , 19~l.
