~ordain ~s foilows:
Section 1. The office of ~:~'orks engineez~ of said city
hereby created.
Section 2. The works engineer shall be appointed by said
city council and shall Serve at its pleasure.
Section ~. The office of works engineer shall not be sub-
ject to the merit systen~ ordinance of said city.
Section ~. T~e ~orks engineer~ shall perform the duties
~ the city engineer of said city, in the~ absence or inability of
the latte~~ to act, and such other duties as raay be required of
from ti~e to ti~e by said city co~%cil. The v~orks engineer shall also
perform the duties of the superintendent of streets of said city, in
the absence or i~ability of said superintendent of strsets to act.
Section 5. The ~'orks engineer shall receive such compen-
sation for his services as may be reasonable.
S~ction 6. This ordinance is hereby declared to be an
emergency ordinance for the i?~edma~e preservation of the public
peace, health and safety, a~d the follow,lng is a statement of the
facts constituting such emergency: The United States of America is
no~ at ~ar, and the duly appointed city engineer of said city and
supe~tintendent of streets have been granted a ~ave of absence by
so. id city co~cil for the duration of the war, in %~hich the United
Stat~s of ~erica is no?~ end, aged, in order that said city enginee~~
might engage in certain work pertaining to the United States of
~erica; and said emergency and his absence ~i!l contin~ for an
indefinite but consmmerable period of tinge. There is no~-no officer

of said city, who is vested with power or ability to perform the du-
ties of said city engineer and those of said superintendent of streets
and such other,- duties as may be required of said city engineer by said
city council; the needs of public sanitation, Improvement and mainten-
ance of public streets and highways and the safeguarding of property
from po~.~sible inundation and damage by storm waters require the imme-
diate services of a ~orks engineer and an officer to perform the duties
of supertintendent of streets. This ordinance shall, therefore, take
effect ea~d bei~.force dpon its adoption.
Section 7. This ordinance sh~ll be published by one insertion
in "The Enterprise", a weekly newspa~ r published and circulated in
the City of South San Francisco.
