BACKGROUNDIDISCUSSION During 1996, Assembly Bill No. 3229 passed, which required that $100 million of the State's 1996-97 Budget be appropriated to create a new subvention to augment local law enforcement efforts. As a result, the City initially received $132,438.20. Although it was reported to be one-time supplemental funding for front line police activities, we have continued to receive the funding yearly. Once more, the Department has been made aware the State will continue the SLESF program for the 2005-2006 fiscal year and our allotment is $100,000. These funds will be used to supplement our current persol1l1el costs. To track expenditures, Fund 39 has been established for the Supplemental Law Enforcement Services Fund. We have filed an appeal of the Plamring Commission's determination that a maintenance facility proposed for the 1080 San Mateo site does not satisfy zoning requirements. The Plamring Department set the appeal for a hearing on May 10, 2006. While we appreciate the prompt setting, I have to be in Truckee to begin a hearing before the Regional Water Quality Control Board. BACKGROUND/DISCUSS~ON Staff has prepared a presentation to inform City Council of the history of the Aircraft Noise Insulation Program (ANIP) and to describe the purpose of the program, the status of past phases of noise insulation work, present details for possible expansion of the program boundaries and to seek direction on the approach for use of the remaining funds. FUNDING ANIP has approximately $2.5 million available from interest monies earned on prior MOU funds provided by San Francisco International Airport for program completion and possible expansion. CONCLUSION As part of this presentation, staff is requesting that Council take action by directing an ANIP sub- committee meeting be convened to discuss various aspects of the program and provide direction to staff as to the use of the remaining ANIP funds. Francisco Municipal Code, to reduce the maximum number of members on the Cultural Arts Commission. DISCUSSION: At the previous City Council meeting, the Council provided direction to amend the City's ordinance governing the number of members on the Cultural Arts Commission, such that upon the voluntary resignation of a member of the current Commission, the maximum number of members allowed on the Commission would be nine. The proposed Ordinance reduces the maximum number of Commission members from fifteen to ten, until the voluntary resignation of anyone member of the ConU11ission, at which time the maximum number of Commission members will be nine. NOW THEREFORE, the City Council ofthe City of South San Francisco does ORDAIN as follows: SECTION 1. AMENDMENTS The City Council hereby amends section 030 of Chapter 80 of Title 2 of the South San Francisco Municipal Code, a follows: a. The first sentence of the Section is deleted ill its entirety and replaced with the following sentence: "The cultural arts commission shall consist often members until the voluntary resignation of anyone member, after which time the cultural arts commission shall consist of up to nine members." SECTION 2. SEVERABILITY If any provision of this ordinance or the application thereof to any person or circumstance is held invalid or unconstitutional, the remainder of this ordinance, illcluding the application of such part or provision to other persons or circumstances shall not be affected thereby and shall continue in full force and effect. To this end, provisions ofthis ordinance are severable. The City Council of the City of South San Francisco hereby declares that it would have passed each section, subsection, subdivision, paragraph, sentence, clause, or phrase hereof irrespective of the fact that anyone or more sections, subsections, subdivisions, paragraphs, sentences, clauses, or phrases be held unconstitutional, invalid, or unenforceable. SECTION 3.
