AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SOUTH SAN FRANCISCO AMENDING ORDINANCE NO. 261
ENTITLED, "AN ORDINANCE PROVIDING FOR LICENSING
OF BUSINESS, PROFESSIONS, TRADES, CALLINGS AND
OCCUPATIONS IN THE CITY OF SOUTH SAN FRANCISCO."
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES
ORDAIN AS FOLLOWS:
SECTION I. ARTICLE VIII of the ordinance cited in the
title hereof, is hereby amended by adding thereto the following
sections:
"Section 8.23. '"DOWNTOWN MERCHANTS' BUSINESS IMPROVEMENT
AREA OF THE CITY OF SOUTH SAN FRANCISCO":
(a) The parking and business improvement area designated
as "Downtown Merchants' Business Improvement Area" is hereby
established in accordance with Street and Highways Code Section
36000 et seq.
(b) An annual additional levy of business tax on busi-
nesses conducting their activities in the "DOWNTOWN MERCHANTS'
BUSINESS IMPROVEMENT AREA" payable annually in advance on the
first day of each year, which is in addition to the ordinary
business license t'ax imposed on such businesses by this ordinance,
as amended, is hereby fixed and established by the following
schedule: '~
1. All professional and service occupation busi-
ness licensees shall pay the additional levy of twenty-
five dollars ($25.00).
2. Bank of America, South San Francis co Branch;
'Crocker Citizens National Bank, South San 'Francisco
Branch; United California Bank, Linden Avenue Branch;
and the First National Bank of Daly City, South San
Francisco Branch; all savings and loan associations,
and all finance companies shall pay the additional levy
- · of one hundred dollars ($100·00).
~_-_~_ :.. 3. Theaters and pawn shops shall pay the additional
levy of fifty dollars ($50.00).
4. Ail other businesses or occupation business
licensees shall pay the annual additional levy equal to
~. _. twice the regular business license fee for said business
or occupation in the "Area", except that said additional
:-.[_[- <!eyy-shall not exceed fifty dollars ($50.00).
(c) .Thi~s.~Ordinance amendment is adopted pursuant to
Resolution N~o. 5451, a resolution of intention to establish
said "DOWNTOWN MERCHANTS' BUSINESS IMPROVEMENT AREA:" which was
adopted on the 16th day of November, 1970. Pursuant to the Streets
and Highways Code, Section 36025, the time and place of hearing
of the formation of said "AREA" wasthe 21st day of December 1970,
at the hour of eight o'clock p.m. in the City Council Chambers
at City Hall, South San Francisco, California. The boundaries
of said AREA" are described in Exhibit "A" attached hereto.
(d) The revenue obtained by said additional levy shall
be used for the following purposes:
' (1) Decoration of any public place in the "Area."
(2) Promotion of public events which are to take
place on or in public places in the "Area."
(8) Furnishing of music in any public place in
the "Area."
(4) The general promotiOn of retail trade activities
in the "Area."
SECTION II. Urgency Measure and Related To Special
Purposes.
The immediate passage of this ordinance is necessary for
the preservation of public health: peace and safety, is related
to taxes for the usual and current expenses of the "Area:"
provides for timely levy and collection of the additional tax
and is related to improvement of streets and other public places
in the "Areal"
SECTION III. This ordinance shall be effective immediately
upon passage thereof and shall be published once in the ENTERPRISE-
JOURNAL, a newspaper of general circulation printed and published
in the City of South San Francisco.
