NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the

SUBJECT: Parks and Recreation Commission Interviews/Appointments.
RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for
appointment to the open seats on the Parks and Recreation Commission; and that Council
interview each citizen. It is further recommended that upon completion of the interviews,
Council move to appoint four (4) Commissioners to respective full terms on the Parks and
Recreation Commission and to appoint one (1) Commissioner to fill a partial term related
to an outstanding vacancy.
BACKGROUND/DISCUSSION
On October 27, 2008, due to expiration of terms and resignations, the City Clerk's Office initiated
recruitment for several Boards and Commissions. The recruitment closed on December 5, 2008 and
included the Parks and Recreation Commission as follows:
Parks and Recreation Commission- Term expiration (Nagales and Gallagher) & Vacancies
(Greenwald and Levine). Four (4) applicants maybe appointed to serve respective terms through
December 31, 2012.
On December 23, 2008, following the resignation of Commissioner Bush, the City Clerk's Office
opened a new recruitment for the Parks and Recreation Commission, which closed on January 12,
2009 as follows:
Parks and Recreation Commissio~t- Vacancy (Bush). One (1) applicant maybe appointed to serve a
partial term through December 31, 2010.
The City Clerk's Office posted the attached Notices of Term Expirations and Vacancies on
Monday, October 27, 2008 and Tuesday December 23, 2008 at City Hall, the Municipal Services
Building, City Hall Annex, West Orange Library and the Grand Avenue Library. A statement
announcing the vacancies and identifying the application deadline including a link to the
application has been on the City's website homepage during most of the recruitment period.
Notification was sent to the Agenda Distribution list maintained by the City Clerk's Office. The
October 27, 2008 Notice was also published in the San Mateo County Times. A brief
announcement of the term expirations and vacancies was posted on the Community Channel

through the expiration of the application period.
SUMMARY OF MEETING TIMES, "GERM LENGTHS/LIMITS AND AGENCY PURPOSE
The Parks and Recreation Commission meets on the fourth Thursday of every month at 7:00 p.m. in
the Municipal Services Building. Commissioners are appointed to four (4) year terms and are limited to
three (3) consecutive terms. The Commission advises the Council on matters pertaining to public
recreation, including parks and playgrounds. The Commission also assists in the planning of a complete
recreation program and in the planning of a Department budget.
APPLICATIONS RECEIVED
The applications identified below are qualified. The City Clerk's Office has confirmed. the applicants
are registered to vote in the City of South San Francisco.

INTERVIEW QUESTIONS
Council's standard interview questions for new applicants and incumbents are attached. In order to
determine whether the expense of newspaper advertising (which generally runs upwards of $1000) is
justified, the City Clerk is interested in learning how applicants became aware of the recruitment.
Accordingly a question relating to this topic is included in the standard questions for new applicants.
The City Clerk has also proposed questions specific to the Parks and Recreation Commission for
Council's consideration.
CONCLUSIO
Upon review of the applications and completion of interviews, Council may consider and entertain
motion(s) to point applic nts to fill the respective positions.

NOTICE
NOTICE is hereby given of upcoming vacancies on the South San Francisco
Historic Preservation Commission, Library Board, Planning Commission and San
Mateo County Flood Control District as follows:
Historic Preservation Commission: One seat will open due to term limits as
of December 31, 2008.
Library Board: One seat is open due to term limits as of June 30, 2008.
Planning Commission: Two seats will open due to term limits as of
December 3 1, 2008.
San Mateo County Flood Control District: Member Damonte's term
expired 3/31/08. Timf; remaining on term: present-3/31/12.
The City Council will fill the above identified vacancies upon consideration of
applications filed with the Oftice of the City Clerk as set forth below.
NOTICE is hereby given of the expiration of terms on the South San Francisco
Historic Preservation Commission, Library Board, Parks and Recreation
Commission, Personnel Board and Planning Commission as follows:
Historic Preservation Commission: The respective terms of Commissioners
Iskra and Kon expire as of December 31, 2008.
Library Board: Boardrriember Boldenweck's term expired 6/30/08.
Parks and Recreation Commission: The respective terms of Commissioners
Gallagher, Greenwald, Levene and Nagales expire December 31, 2008.
Personnel Board: The respective terms of Boardmembers Irli, Bernardo
and Elliott expire December 31, 2008.
Planning Commission: The respective terms of Commissioners Oborne and
Prouty expire December 31, 2008.

Oborne and Prouty may file applications for reappointment. Boardmembers
Elliott and Bernardo have submitted applications for reappointment. The City
Council will consider incumbents' applications along with any others filed with
the Office of the City Clerk as set forth below.
AGENCY RESPONSIBILITIES & MEETING TIMES
The Historic Preservation Commission meets on the second Thursday of every
month at 7:30 p.m. in the Conference Room at City Hall located at 400 Grand
Avenue in South San Francisco. Commissioners are appointed to four-year terms
with a limit of appointment to three consecutive terms. The Commission
designates historic resources; reviews applications for altering or demolishing
historic resources; disseminates information to the public concerning structures,
sites and areas deemed worthy of preservation; and considers and recommends to
the City Council methods for encouraging and achieving historical or architectural
preservation.
The Library Board meets on the fourth Tuesday of every month at 7:00 p.m. at the
Main Library. Trustees are appointed to a three-year term with a limit of
appointment to four consecutive terms. The Library Board works in conjunction
with the Library Director to develop a plan of service, evaluate and advise council
and staff on the need for services and programs and adopt policies as necessary for
the administration of the library.
The Parks and Recreation Commission meets on the fourth Thursday of every
month at 7:00 p.m. in the Municipal Services Building located at 33 Arroyo Drive
in South San Francisco. Commissioners are appointed to four-year terms with a
limit of appointment to three consecutive terms. The Commission advises the
Council on matters pertaining to public recreation, including parks and
playgrounds. The Commission also assists in the planning of a complete
recreation program and in the planning of a department budget.
The Personnel Board meets an the third Tuesday of each month at 6:00 p.m., in
the City Hall Conference Room, 400 Grand Avenue. Commissioners are
appointed to a four year term with a limit of appointment to three consecutive
terms. The Personnel. Board reviews and oversees issues relative to recruitment-
related testing and to certifying lists of persons eligible for employment in the
City. It also hears appeals submitted by employees in the competitive service for
disciplinary action related to dismissal, demotion, salary reduction, grievance, or
alleged violation of the personnel rules and certifies its findings and
recommendations.
The Planning Commission meets the first and third Thursdays of the month at 7:30
p.m. at the Municipal Service Building. Commissioners are appointed to a four-
year term with a limit of appointment to three consecutive terms. The purpose of
the Planning Commission is to make recommendations as to the orderly, physical
growth and development of the community in relation to land subdivision,
planning and zoning. It makers recommendations in matters of zoning changes,
variances, special use permits,, parcel maps, subdivision maps and other related
matters.
The San Mateo County Flood. Control District ("SMCFCD") meets quarterly on
the second Tuesday of the last month in the quarter at 3:00 p.m. at South San
Francisco City Hall. Members are appointed to a four-year term. The SMCFCD
oversees financing of flood control projects in San Mateo County.
REQUIREMENTS
To be considered for appointment, persons must be registered to vote in the City
of South San Francisco. Applicants should also be motivated to serve the public
and have sufficient time available to devote to day or evening meetings and the
requisite preparation.
Submission of an application :pursuant to the process set forth below and
appearance before the City Council for a public interview at a Special Meeting is
also required.
