Brown, Deputy City Clerk JULY 19, 2011 PAGE 2 RECOMMENDATION BACKGROUND/DISCUS SION Staff Roort DATE: July 19, 2011 TO: Honorable Mayor and City Council FROM: Krista Martinelli, City Clerk SUBJECT: BOARD AND COMMISSION RECRUITING/APPOINTMENTS It is recommended that the City Council consider the attached citizen applications for appointment to the open seats on the respective Board, Commission or Agency applied for; and that Council interview each citizen. It is further recommended that upon completion of interviews for the positions, Council move to appoint Commissioners to respective terms on the Cultural Arts Commission, Housing Authority, Library Board and Personnel Board. Pursuant to Resolution No. 27-2009, the City Council holds biannual recruitments/meetings for the purpose of considering appointments to Boards and Commissions. On June 1, 2011, due to expiration of terms and resignations, the City Clerk's Office initiated recruitment for the following Boards and Commissions: a. Library Board- Two (2) seats are open due to term expirations (Turnberg & FitzPatrick). Two (2) applicants may be appointed to serve respective terms running through June 30, 2014. b. Personnel Board- One (1) seat is open due to term expiration (Bertolozzi) and one seat is vacant due to a member being termed out (Taormina). Two (2) applicants may be appointed to serve respective terms running through December 31, 2014. c. Housing Authority- One (1) seat is open due to term expiration (Gore). One (1) applicant may be appointed to serve a term running through March 31, 2015. d. Housing Authority Tenant COMMiSSiO71- One (1) seat is vacant due to a member's resignation. One (1) applicant may be appointed to serve a term to expire March 31, 2013. Special Requirements: To be considered for appointment, persons must be renting their living space in the property governed by the Authority. Pursuant to California Health and Safety Code Section 34270, one tenant commissioner shall be over 65 years of age if the authority has tenants of such age (this latter requirement is already satisfied by the Board's present membership). Staff Report Subject: Board and Commission Recruiting/Appointments Page 2 e. Cultural Arts Commission- One (1) seat is vacant due to a member's resignation. One (1) applicant may be appointed to serve a term to expire June 13, 2012. The City Clerk's Office posted the attached Notice of Term Expirations and Vacancies on Tuesday, June 1, 2011 at City Hall, the Municipal Services Building, City Hall Annex, West Orange Library and the Grand Avenue Library. A statement announcing the vacancies and identifying the application deadline including a link to the application has been on the City's website hornepage during the recruitment period. Notification was sent to the Agenda Distribution list maintained by the City Clerk's Office. A brief announcement of the term expirations and vacancies was posted on the Community Channel until the expiration of the application period. The City Clerk's Office accepted applications until 5:00 p.m. on Thursday, July 14, 2011. SUMMARY OF MEETING TIMES, TERM LENGTHS/LIMITS AND AGENCY PURPOSE The Library Board meets on the fourth Tuesday of every month at 6:00 p.m. at the Main Library. Trustees are appointed to a three (3) year term with a limit of appointment to four (4) consecutive terms, The Library Board works in conjunction with the Library Director to develop a plan of service, evaluate and advise Council and staff on the need for services and programs and adopt policies as necessary for the administration of the Library. The Personnel Board meets quarterly on the third Tuesday of the designated months at 6:00 p.m., in the City Hall Conference Room, 400 Grand Avenue. Commissioners are appointed to a four (4) year term with a limit of three (3) consecutive tems. The Personnel Board reviews and oversees issues relative to recruitment-related testing and to certifying lists of persons eligible for employment in the City. It also hears appeals submitted by employees in the competitive service for disciplinary action related to dismissal, demotion, salary reduction, grievance, or alleged violation of the personnel rules and certifies its findings and recommendations. The Housing Authority meets the 2 Monday of the month at 6:00 p.m. at 350 C Street. Tenant Commissioners serve a two-year tem. Non-Tenant Commissioners serve a four-year term. The Housing Authority's services include developing, operating and maintaining housing projects and examining affordable housing issues, including unmet housing needs of low income residents. The Cultural Arts Commission meets on the third Thursday of every month at 7:00 p.m. in the Betty Weber Room of the Municipal Services Building located at 33 Arroyo Drive in South San Francisco. Commissioners are appointed to four (4) year terms and are limited to three (3) consecutive terms. The Commission encourages and promotes cultural arts activities within the community and acts as an advisory body to the City Council on matters pertaining to the arts and cultural affairs. BACKGROUND/DISCUSSION Long standing practices related to street cleaning have been performed by staff for many years as desired by City Council and funded by approved budgets. Regulations originally enacted in the early 1990's for these activities have been changing in recent years as brought to bear on the City by the State of California. These mandates have included the Municipal Regional Permit which superseded the stormwater regulations outlined locally by the State's Regional Water Quality Control. Board (RWQCB) which interpreted the United States Environmental Protection Agency's (USEPA) National Pollution Discharge Elimination System (NPDES) to include street cleaning suggestions known as best management practices (BMP's). CalRecycle (formerly known as the State's Integrated Waste Management board) is now requiring specifics for waste disposal and recycling practices. AB 32 and SB 375 legislation that controls green house gas (GHG) emissions is attempting to reduce carbon emissions and lessen the use of motorized equipment which we need to recognize and respond to and finally, the Air Quality Management District (AQMD) which is regulating changing requirements to the emission controls on vehicles used for the purpose of street cleaning which effect our operations. In an effort to make this process more effective and to better respond to regulations that continue to mount, staff would like to discuss options with Council to get a clearer understanding of its preferences related to these activities. FUNDING Funding for these activities comes from the storm water fund and the general fund. The current budget for these activities is in excess of $600,000. CONCLUSION Discussion as to how to best comply with State mandates related to water and air cpifility regulations while meeting goals to reduce landfill quantities and GHG emissions will assist us in prioritizing these issues and understanding the comnaunities needs and desires.
